What quality setting should I use?

Between 70% and 85% usually makes the file much smaller while looking almost the same to the eye.

Why didn't my PNG get as small as a JPG?

PNG files keep every detail, so they can't shrink as much. For photos, converting to JPG usually gives a much smaller file.

Does compressing change the width and height?

No. Only the file size changes — the picture keeps its width and height.
